From COMM 455 student Montana Puente:

Albert Shaw quotes extensively from an article written by JW in Munsey’s Magazine about rules and procedures in the U.S. Senate. Shaw’s review is part of a practice that was common in JW’s day where periodicals would summarize/review articles from other periodicals. The section where Shaw’s summary appeared was called “Leading Articles of the Month.”  Citation: Albert Shaw, “Wanted: A Set of Business Rules in the United States Senate,” The American Review of Review, 48 (1913): 478-480.
